General Rules for State Structures
1.0. Opening fire is prohibited in a situation where your life or the lives of those around you are not in danger.
Hint: Shooting at a suspect while they are running away is prohibited [ use Taser ]
Hint 2: During a vehicle chase, if it does not create a danger for the population, shooting is illegal.
1.1. FIB/LSPD/SANG have the right to open a vehicle trunk based on a search warrant; the warrant is issued by a judge | Special jail 90 minutes + warning.
1.2. Members of state structures are prohibited from using state property, weapons, or special equipment outside working hours. | Special jail 60 minutes / warning.
Exception: CID, DB, Vice Governor, General Inspection, AG, Chief of Staff, State Leaders, Bad Character.
Explanation: Only a small-caliber type pistol is allowed
1.3. Members of state structures are prohibited from being on the territory of gang/unofficial organization bases. | Special jail 90 minutes / warning.
Exception: Raid or solid IC reason.
1.4. Members of state structures are prohibited from interacting with street gangs, ignoring crimes, and neglecting their duties during working hours. | Punishment based on state legal grounds / warning.
Exception: Bad Character
1.5. Members of state structures may accept a bribe only for the purpose of releasing a person, in exchange for a maximum of 40,000$.
Explanation: The bribe must take place in a 1v1 situation; you must make sure that no recording is taking place and that there are no cameras on site (GZ, state buildings).
Note: This may happen rarely, and they also do not have the right to always demand the max. amount as if they know a limit exists.
Note: The leader, deputy, judge, prosecutor’s office, lawyer, and general inspection do not have the right to take bribes.
1.6. State employees are prohibited from intentionally and massively taking items out of the organization warehouse. | BAN from 15 to 30 days.
1.7. Buying/selling state property is prohibited. | BAN from 10 to 30 days.
1.8. State employees are prohibited from using the megaphone for personal purposes (shouting, screaming, inappropriate calls, inadequate exclamations). | MUTE from 60 to 120 minutes.
1.9. Driving armored vehicles in the city / populated areas is prohibited. | Special jail 90 minutes.
Note: Insurgent and Riot are considered armored vehicles.
Exception: Government escort, supply run, raid, parade, terrorist act.
1.10. Confiscation of illegal items must be carried out only using the server’s functionality. | Special jail 90 minutes + warning.
1.11. Insulting/provoking a detainee or civilian is prohibited. | Special jail 60 minutes / warning.
Exception: Bad Character only in a 1v1 situation in compliance with server rules.
1.12. Conducting a search and confiscating property from a trunk without RP execution is prohibited. | Special jail 90 minutes + warning / BAN from 7 to 31 days.
1.13. Using an organization vehicle for personal purposes is prohibited. | Special jail 60 minutes + warning / punishment under legislation or regulations.
1.14. State employees are prohibited from moving in the ghetto/dangerous district if there are fewer than 2 people. | Special jail 90 minutes + warning.
Exception: Bad Character
1.15. State employees are prohibited from using personal transport during any faction activity. | Special jail 60 minutes / warning.
Exception: A detective/investigator who is on an investigation.
1.16. During working hours, state employees are prohibited from using drugs. | Special jail 90 minutes / warning.
Exception: Bad Character
1.17. Using a Tazer or handcuffs in active combat is prohibited. | Special jail 60 minutes.
Explanation: If the lawbreaker is armed/shooting or holding a weapon, Tazer/handcuffs are not used.
1.18. At the first stage, employees carrying out procedural actions are required to verbally identify themselves, [ rank / surname ]. | Special jail 90 minutes.
Exception: During bribery, in extreme situations where identification is impossible — after neutralization, identification is mandatory.
Explanation: If a badge/token is presented, Voice is not mandatory.
Note: Upon request, a state structure employee who is not wearing a mask and whose identity is not classified must present a certificate showing any kind of information. Otherwise, for members of those structures or units whose identity is classified, presenting a badge is mandatory.
1.19. LSPD/FIB/ARMY/USSS members are required to wear faction uniform while performing official duties (only as defined by server functionality). | Special jail 90 minutes + warning.
Exception: Detectives and undercover FIB unit, only while undercover, and for pre-planned purposes.
1.20. Using armored vehicles without a convoy is prohibited. | Special jail 60 minutes.
1.21. Camping/waiting for players at stolen vehicle spawn points is prohibited. | Special jail 60 minutes + warning.
1.22. Arresting/handcuffing an EMS member (in uniform) is prohibited; legal punishment must be carried out together with the leader or manager in a safe environment. | Special jail 90 minutes / warning.
Exception: Serious violation of the criminal code — you may restrain them and call a high-ranking official.
1.23. Arresting a member of a state structure in the absence of their leader/deputy is prohibited; verification through PDA and faction confirmation is mandatory, and if needed — contact the curator. | Special jail 90 minutes / warning.
Exception: If no leader/deputy/high-ranking official appears within 10 minutes.
1.24. State employees are prohibited from performing faction activity without uniform; server dress code / functional uniform is mandatory. | Special jail 90 minutes / warning.
1.25. State employees are prohibited from using inappropriate masks that do not fit their work. | Special jail 90 minutes + warning.
Explanation: Animal, satanic, huge-sized, meme masks, etc.
1.26. At least 1 representative of a state structure is required to arrest players. | Special jail 90 minutes + warning.
Explanation: At least 1 employee is required per 1 detainee; transporting 2 detainees is allowed only if there are 2 employees.
1.27. For patrol duty, at least 1 state structure employee in one vehicle is mandatory (FIB/LSPD/ARMY/GOV).
Explanation: It is prohibited for law enforcement to be in the ghetto if there are fewer than 2 people. | Special jail 90 minutes + warning.
1.28. Tearing a mask off a player’s face is prohibited. | Special jail 90 minutes + warning / mask returned.
Instruction: The player must be given the opportunity to remove the mask themselves; this must be explained to them and they must be given time.
Note: The player keeps the mask in inventory; demanding the mask is punished by BAN 7 days.
Exception: If the player refuses to remove the mask themselves.
1.29. Air transport must have an RP-appropriate name. | Special jail 60 minutes / MUTE 120 minutes / warning.
Note: Names such as “Kaci Gamodzaxebit, Bayayi Wyalshi, Vagoni Miqris” and similar are prohibited.
1.30. First insult, provocation, humiliating animations, and rude speech in the presence of a detainee or strangers are prohibited. | Special jail 150 minutes + warning.
Note: In stressful situations (armed confrontation, etc.), rude language is allowed within reasonable limits.
Exception: Bad Character
1.31. Issuing a military ID without a solid IC reason is prohibited. | BAN 5 days.
Exception: Bad Character
1.32. State employees are prohibited from using illegal items. | Special jail 90 minutes + warning.
Explanation: For example, using a revolver is prohibited.
Addition: Weapons obtained from Air Drop are allowed to be used.
Exception: Bad Character
1.33. State employees are prohibited from arresting a deceased player during detention. | Special jail 90 minutes / warning.
Explanation: Arresting a player who spawned at EMS is prohibited.
1.34. Issuing punishment to a person without full identification is prohibited (passport №, name-surname, full face). | Special jail 90 minutes + warning.
Explanation: You must know the name-surname and passport №; imprisoning a masked person is prohibited.
1.35. Exceeding the punishment regulated by law is prohibited (when GOV is not appointed). | Special jail 90 minutes + warning.
Explanation: If the time/articles are exceeded, the citizen may file a claim with GOV and start court proceedings; as evidence, formatting in the “STATE” special channel is required (the screenshot must show the date/time and the arrester’s name).
1.36. It is prohibited for LSPD/FIB employees to arrest without a comment or with an incorrect/general comment. | Special jail 90 minutes + warning.
Note: The comment must reflect the real reason and the rule number.
1.37 Using department radio (/dep and /gov) for the wrong purpose is prohibited. | MUTE 90 minutes / warning.
Explanation: Profanity, talking about personal topics, or going outside state-related topics is prohibited.
1.38. State employees are prohibited from unrealistic actions in RP situations (Troll/non-serious action, shooting without warning, etc.). | Special jail 150 minutes + warning.
Example: If a player has illegal armor/mask, direct fire without warning is prohibited — first: “hands up or I’ll shoot”, then warning/further action.
Exception: If a player is aiming a weapon at you or posing a threat to another citizen, you have the right to open fire immediately.
1.39. Editing faction departments and ranks is prohibited. | Verbal warning to the leader / on repetition — strict.
Note: New ideas/changes must be agreed with the faction and state curator.
1.40. Detaining/delaying a person for more than 30 minutes is prohibited. | Release the criminal + special jail 90 minutes.
Exception: Investigation/interrogation/waiting for a lawyer — only with the administration’s or detainee’s consent.
1.41. Licenses are issued only through functionality; overcharging/extra confiscation is prohibited. | Special jail 90 minutes + warning.
Exception: EMS — additional 10,000$ by hand (testing); LSPD — additional 10,000$ by hand (testing).
1.42. Using a sniper rifle is prohibited unless a special operation/terrorist act is underway. | Special jail 60 minutes.
Exception: Large number of criminals in the ghetto, emergency situation, requested assistance in department radio and/or when criminals are also using sniper rifles.
1.43. During a special operation, participants are required to be on the State radio frequency. | Verbal warning to the leader.
Explanation: Raid, terrorist act, supply run, kidnapping, joint ghetto raid.
Interaction Between State Organizations
2.1. All state structures are subordinate to the regional government and act in accordance with common state interests.
2.2. A coup is allowed only by IC means and RP situation, it is necessary to conduct a trial for the governor, as well as obtain consent from the state curator and the Head Administrator/their deputy.
2.3. Transfers are allowed only within state security organizations: LSPD, FIB, NG, USSS.
2.4. It is prohibited to be in FIB/USSS and above Recruit rank in LSPD without a military ID.
2.5. FIB has the right to take over the management of a special operation.
2.6. LSPD may take over the management of a special operation if no high rank of FIB is present on site.
2.7. SANG may take over the management of a special operation if no high rank of FIB or LSPD is present on site.
2.8. Changes to internal regulations/instructions are carried out only by initiative/approval of the leader or curator.
2.9. Introducing a new rule/idea must be agreed with the curator. | Warning [1/3] to the leader.
2.10. Intentionally promoting players only to transfer them to another faction is prohibited. | Verbal warning to the leader.
2.11. During a transfer, assigning a player a higher rank than they had in the previous faction is prohibited. | Verbal warning to the leader.
2.12. During supply runs, members of the participating supplying faction are required to be on the STATE radio frequency. | Verbal warning to the leader.
Clarification: In case of repetition — strict warning to the leader.
State Wave and News Rules
3.0. The state wave is a channel through which citizens are informed about state events, important changes, and warnings.
3.0.1. The wave is used for the following purposes:
[]Informing citizens about changes
[]Conducting interviews/recruitment in state organizations
[]Warning the public about ongoing events
[]Covering state events or official activities- WN commercial activity
3.1. Text on the state wave must be competent, clear, and in accordance with RP.
3.2. A maximum of 5 lines is allowed on the state wave. | Verbal warning to the leader.
Exception: Weazel News urgent live broadcast and state structure briefing.
Note: Warning to the leader is written by curator decision.
3.3. Before using the wave, the structure must verify/ask whether the wave is occupied. | MUTE 60 minutes.
3.4. Before occupying the wave, it is necessary to warn other structures in the department radio at least 10 minutes in advance. | MUTE 60 minutes.
Exception: Urgent situations.
3.5. The interval between uses of the wave by the same faction must be at least 10 minutes. | MUTE 90 minutes.
Exception: WZ advertisement -- interval 30 minutes
3.6. The interval between waves of different factions must be at least 5 minutes. | MUTE 90 minutes.
3.7. Weazel News may use the state wave only at the specified times: xx:00, xx:30. | MUTE 90 minutes + verbal warning to the leader.
Exception: Urgent situations.
3.8. WN may conduct a long live broadcast from xx:00 to xx:30, no more than twice a day, with a minimum 4-hour interval; they must notify the department radio 30 minutes in advance about the reservation. | MUTE 60 minutes.
Note: In case of constant violations — verbal warning to the leader.
3.9. Incorrect use of the state wave is prohibited. | MUTE 150 minutes / warning / BAN.
Explanation: Incorrect use is any text that does not fit the RP situation / does not concern an official state topic.
3.10. The government may use WN’s live broadcast to spread information about changes to laws/events. | Warning to the leader.
Note: WN is required to immediately assist the government.
Clarification: A governor’s change enters into force immediately upon publication of the newspaper/report.
State Coup and Impeachment Process
4.0. A state coup is a change of power in the state, which happens in violation of constitutional/legal norms and, as a rule, by the use of force.
4.0.1. Impeachment is the procedure for prosecuting a state/municipal official, which may end in removal from office.
4.1. The government may be overthrown by means of a state coup through an RP situation, with the support of law enforcement structures (LSPD, FIB, NG) and the consent of the Head Administrator.
4.2. Any leader of a state structure may be removed through court if the prosecutor’s office has sufficient grounds and evidence.
Note: A precedent of severe/especially severe violations, грубое violation of constitutional norms, attempted coup, or a large-scale bribery case is required.
Note: The administration has the right to cancel the court’s decision if the basis of the violations is insufficient.
Clarification: The procedure begins only after the consent of the chief curator of state factions.
4.3. If a leader was removed by court decision, they do not receive additional punishment from the administration.
ARMY (National Guard)
5.1. The army may use military equipment during a “state of emergency” or “state of war”, as well as during special actions with curator approval.
5.2. The army is required to participate in neutralizing serious crimes (terrorist act, hostages, armed robbery, and others).
5.3. Army members may detain citizens who have committed illegal acts.
Note: Afterwards, the criminal must be handed over to FIB or LSPD.
5.4. NG may move in dangerous districts as a reinforced support patrol force for FIB/LSPD.
5.5. There must always be at least 10,000 materials in the army warehouse to ensure defense capability. | Strict warning to the leader.
5.6. Ignoring an attack on Fort Zancudo is prohibited. | Strict warning to the leader.
5.7. Ignoring the supply of materials to other organizations for more than 24 hours when needed is prohibited. | Strict warning to the leader.
5.8. Fort Zancudo territory begins inside the checkpoint; the area up to the checkpoint is accessible to any citizen.
Los Santos Police Department (LSPD)
6.1. The main task of LSPD officers is to respond to criminal acts and stop them. | Verbal warning to the leader.
Note: Patrol duty, responding to calls, processing citizen requests, etc.
6.2. For each detention, the officer must have a BodyCam recording (stored for 48 hours); in the absence of a recording, an IC investigation is conducted.
6.3. State employees may remove a mask only during procedural actions. | Warning.
6.4. Ignoring player functional calls is prohibited. | In case of frequent violations, verbal warning to the leader.
Emergency Medical Services (EMS)
7.1. EMS employees are required to provide assistance to every resident of the state. | Strict warning to the leader.
7.2. EMS leadership may establish hospital internal rules, with approval from the government and supervising administration.
7.3. EMS is required to inspect state organizations at least once a week. | Verbal warning to the leader.
7.4. Treatment without RP execution defined by faction internal instructions is prohibited. | Special jail 60 minutes.
7.5. When issuing a medical card, indicating an unrealistic reason in the diagnosis is prohibited. | Warning.
7.6. EMS personnel are required to answer citizens’ calls. | Verbal warning to the leader.
7.7. EMS is prohibited from providing first aid to players during a shootout (in a dangerous situation). | Special jail 60 minutes.
Federal Investigation Bureau (FIB)
8.1. The main task of FIB is to respond to criminal acts and suppress them. | Verbal warning to the leader.
Note: Monitoring and analytics of criminal organizations.
8.2. For each detention, an FIB agent must have a BodyCam recording (stored for 48 hours); in the absence of a recording, an IC investigation is conducted.
8.3. State employees may remove a mask only during procedural actions. | Warning.
8.4. FIB employees are required to go to procedural actions/calls/assistance only in work clothing. | Special jail 90 minutes.
Exception: Undercover FIB detectives — while undercover, they may go to a call/assistance for the purpose of gathering information and observation (without intervening in the situation).
8.5. The FIB leader is required to coordinate with the Attorney General on case materials related to other structures and criminal organizations; the Attorney General confirms legality and coordinates with high administration.
8.6. FIB may start an investigation against the publisher if illegal items (weapons, drugs, protective vest, etc.) are found on MarketPlace and act under the relevant articles of the criminal code.
Government (GOV)
9.1. The government is required to inspect government organizations. | Verbal warning to the leader.
Note: Inspection must be conducted once a week in each state organization.
9.2. The administration may reject a law change if it contradicts RP logic or the interests of the project.
9.3. The government is required to spend the state treasury budget only for state interests. | Strict warning to the leader.
Example: Events, funding of state structures, etc.
9.4. The government may reduce funding for any state faction if it has a solid IC reason and appropriate evidence.
9.5. The government is required to support citizens: conduct at least 1 large event every 2 weeks and at least 1 small event every 7 days. | Strict warning to the leader.
