General Rules:
1.1. Kidnapping is allowed from 12:00 to 00:00. | Special jail 90 minutes + warning.
Explanation: Robbery is allowed at any time.
1.1.1. During kidnapping/robbery, the server’s general rules must be used and followed. | Special jail 60 minutes.
1.2. Robbery/kidnapping is prohibited in the areas adjacent to the green zone, in the green zone, near houses, in the area around houses, at jobs, on the territory of state organizations, criminal organizations, gangs, and families.

Note: When kidnapping more than 1 person, the interval between the following kidnappings must be 15 minutes.
1.5. During kidnapping/robbery, there must be twice as many robbers/kidnappers as victims. | Special jail from 60 to 120 minutes.

Explanation: The following count as IC reasons: disobedience, insult, unacceptable behavior, the victim warning state structures, and the criminal being identified.

1.9. Calling special services is prohibited: taxi / EMS / law enforcement agencies, etc. Sending an advertisement to Weazel News for kidnapping/robbery is prohibited. | Special jail 90 minutes + warning.
1.10. Demanding a state wave message from the victim is prohibited. | Warning.
Exception: Kidnapping the Weazel News leader / deputy.
1.11. The victim of a kidnapping/robbery is prohibited from using any OOC information to call for help. | Warning.
1.12. Any attempt to humiliate the victim in a rude/sexual/personal way is prohibited. | Special jail 90 minutes + warning.
Example: It is allowed only to request the animation "hands up" during the victim's robbery/kidnapping. Forcing singing, requiring the victim to say amoral words (slave, chicken, and others), making sound imitations, reciting poems, or requiring the use of animations that do not match the kidnapping/robbery situation is prohibited.
Clarification: It is allowed to make the player scream, but it is prohibited to make them shout insulting/humiliating words. Asking for an apology or for the name of a faction/family does not count as personal humiliation.
1.13. During kidnapping/robbery, only functional actions are allowed with the victim. | Special jail 90 minutes + warning.
1.14. Joint kidnapping/robbery using neutral or hostile diplomacy is prohibited. | Special jail 60 minutes for all players / warning to the leader.
1.15. In exchange for a hostage, it is allowed to request a green corridor for a distance of 750 meters.
1.16. Robbing/kidnapping a player using any OOC information/method is prohibited. | Special jail 90 minutes + warning / strict warning to the leader.
Explanation: Agreeing with each other to act out a robbery/kidnapping situation is prohibited. In this case, both the kidnapper side and the kidnapped person will be punished.
1.17. During kidnapping, extorting information must be based on psychological pressure, bodily harm (e.g. scratching the skin with a knife, cutting off a limb, etc.); obtaining information may not be done through /Do chat.
For example: /do Is the individual standing in front of me in a criminal group?"
Note: Asking questions through /do chat to obtain information is not allowed in kidnapping situations, especially information that depends only on the other player’s IC decision. | Special jail 60 minutes + warning.
1.18. One EMS employee has the right to accompany the negotiator and check the hostages’ health.
1.19. Continuing a terrorist act is prohibited when the ransom side fulfills all demands; in this case, you must leave the area shortly after the demands are met. | Strict warning to the leader.
1.20. After the demands are fulfilled, you must leave the area soon; if you have to open fire, reviving or robbing the opposing side is prohibited. | Special jail 90 minutes + warning.
1.21. In case of reasonable demands, if the ransom side has started fulfilling the demands, opening fire toward the ransom side is prohibited. | Special jail 90 minutes + warning.
Explanation: If the ransom side has begun fulfilling reasonable demands, you are prohibited from starting a shootout; you must follow the RP situation and leave the territory after the demands are completed.
1.22. Robbing/kidnapping players in crowded places is prohibited. | Special jail 60 minutes.
1.23. Forcing the victim to sell/transfer any type of property is prohibited. | Special jail 90 minutes + warning.
1.24. Violating the PG rule during the kidnapping process by the victim may be considered avoiding the RP situation. | Special jail 150 minutes + warning.
1.25. Forcing the victim to use faction/department radio is prohibited. | Special jail 60 minutes.
Explanation: Using faction/department radio is allowed for conducting negotiations / presenting demands.
Robbery Rules:
2.1. Robbing a player without acting out an RP situation is prohibited. | Special jail 90 minutes + warning.
Explanation: It is mandatory that a full RP situation be played out during the robbery of a player.
2.1.1. Playing out /Me and /Do actions in voice chat during robbery is prohibited. | Special jail 60 minutes.
2.1.2. During a robbery, at least 4 actions must be played out using /Me and /Do chat. | Special jail 90 minutes + warning.
Note: A message sent by functionality in chat does not count as RP acting.
2.2. It is prohibited to demand real estate / transport / money from a bank account / clothing. | BAN 3 days.
2.3. The minimum number of robbers during a robbery must be 2 people. | Special jail 60 minutes.
Explanation: There must be twice as many robbers as victims.
2.4. The minimum number of robbers required to stop a victim inside a vehicle is 4 people and 2 cars/motorcycles. | Special jail 60 minutes.
Clarification: For robbing a pedestrian or a person using a two-wheeled/four-wheeled vehicle, it is allowed to use 1 car and 2 robbers. Robbing a trailer driver requires at least 2 cars and at least 4 robbers.
Explanation: Robbing a vehicle driver begins when the robbers say “Stop the car, this is a robbery.” After these actions, shooting at the victim’s vehicle is allowed. The victim must stop their vehicle if boxed in and continue the RP situation. The RP situation ends when they are finally robbed, after which they are free.
2.4.1. Robbing a passenger car by motorcycle is carried out with a minimum of 2 motorcycles. | Special jail 60 minutes.
Exception: Robbing a heavy vehicle (truck) is carried out with a minimum of 4 motorcycles. | Special jail 60 minutes.
2.4.2. In the case of robbery by a group of people, only 1 person carries out the robbery; repeated robbery is prohibited. | Warning.
2.5. Robbery/kidnapping is allowed only for members of criminal organizations/families. | Special jail 90 minutes + warning.

2.7.1. During robbery, confiscating any type of item/money by bypassing functionality is prohibited.
For example: Forcing a bank transfer. Forcing the dropping of clothes.
2.8. After the robbery, killing the victim without an IC reason is prohibited. | Special jail 90 minutes + warning.

Kidnapping Rules:
3.1. Kidnapping a player is allowed from 12:00 to 00:00. | Special jail 90 minutes + warning.
Explanation: Robbery is allowed at any time.
3.2. The minimum number of kidnappers is 2. | Special jail 60 minutes.
Explanation: 2 kidnappers for 1 victim, 4 kidnappers for 2 victims, 6 kidnappers for 3 victims, 8 kidnappers for 4 victims; the maximum number of victims is 4.
3.2.1. Kidnapping the leader and deputy for the purpose of demanding money is allowed. When kidnapping a player, the kidnapper side must set specific demands, as shown in the demands listed below.

3.3. One criminal organization/family may organize two kidnappings per day for the purpose of demanding ransom. | Special jail 90 minutes.
Explanation: There must be 1 hour between the kidnapping of one person and the next.
Clarification: This rule applies only to ransom RP situations; kidnapping ordinary citizens is allowed up to 15 people per day.
3.4. Holding the victim at any gang/family spawn is prohibited. | Special jail 90 minutes + warning.
Exception: During player kidnapping, only members of unofficial factions may bring and hold the victim at their criminal syndicate spawn.
3.5. The entire kidnapping process must be recorded on video. | Special jail 90 minutes for all participants + verbal warning to the leader.
Note: Lack of video recording returns the situation to the original moment when the kidnapping process against the victim began.
Note: The video recording must be kept for 72 hours, the minimum video quality must be 720p, and the game sound and the author’s voice must be clearly audible in the video recording.
3.6. After receiving the ransom in exchange for the hostage, you must release them within 5 minutes or before leaving the kidnapping location. | Special jail 60 minutes for all participants.
Exception: It is allowed to take one hostage with you. However, they must be released before the end of the green corridor.
3.7. Taking the negotiator hostage is prohibited. | Warning.
3.8. Only one IC alliance is allowed. | Special jail 90 minutes + warning.
Clarification: A joint kidnapping through alliance counts as one kidnapping for all participating organizations.
3.9. The ransom side is required to verify the health and number of hostages at least once.
3.10. Intentionally delaying the kidnapping is prohibited. | Special jail 60 minutes for all participants.
3.11. Requesting ransom in less than 15 minutes is prohibited.
3.12. Abuse of insulting/humiliating actions toward hostages is prohibited. | Special jail 90 minutes.
Exception: Cutting off limbs/fingers, carving words onto the body.
Clarification: Words carved onto the body must not contain insulting/humiliating words and must be carried out with proper RP acting.
3.13. The duration of a kidnapping may be a maximum of one hour from the start of the RP situation. | Special jail 60 minutes.
Exception: Agreement of both sides to continue.
3.14. Kidnapping the same person more than once every 24 hours is prohibited. | Special jail 90 minutes.
Exception: Consent of the kidnapped person.
3.15. Changing the hostage’s location is allowed only if the kidnappers are not surrounded by state structure employees. | Special jail 60 minutes.
3.16. During kidnapping, NRD (Nonrp Drive) is prohibited for all participants. | Special jail 60 minutes.
Clarification: Having an off-road vehicle does not allow movement in the mountains. Only small hills are allowed.
3.17. FIB manages the operation first of all; in their absence, authority passes to LSPD, and in the absence of LSPD, to NG command.
3.18. In case of kidnapping of a faction leader or deputy, the kidnapped person must keep a full video recording of themselves from the moment of the kidnapping. | Verbal warning to the leader.
3.19. Opening fire/leaving the territory is prohibited for both sides if the negotiator and kidnappers have not had a dialogue. | Special jail 90 minutes + strict warning to the leader.
Note: The negotiator is required to keep a full video recording at the negotiation site. | Warning.
3.20. If there are unreasonable demands from the criminal organization/family, the state structure may start an assault. | Special jail 90 minutes + strict warning to the leader.
Explanation: If the demands are unreasonable, only the state structure may open fire/start the clash; the criminal organization is prohibited from opening fire first.
3.21. It is mandatory to fully act out the RP situation during kidnapping; rope, bag, transport, and other proper attributes must be used. | Special jail from 60 to 120 minutes.
3.22. Agreeing on a kidnapping in advance by OOC means is prohibited. | Warning to all participants.
3.23. Any form of NonRP Action or provoking state structures is prohibited. | Special jail from 60 to 120 minutes.
For example: Using pointless animations, police baiting, etc.
3.24. Changing the character’s appearance during kidnapping is prohibited. | BAN 3 days.
Explanation: Haircuts, dyeing hair, applying/removing makeup, getting tattoos, etc. are prohibited.
3.25. Taking a hostage with you is prohibited if there is only one hostage in total. | Special jail 60 minutes.
3.26. Presenting demands is allowed only once and is not subject to change. | Assault is allowed.
Exception: The negotiator informed about the difficulty or impossibility of fulfilling the demand. Changing it by agreement is allowed.
3.27. Intentionally stretching out the RP situation is prohibited. | Special jail 60 minutes + verbal warning to the leader + cancellation of the process and release of the hostage.
3.28. CID agents and detectives have the right not to disclose information about special operations, cases, or employees.
3.29. It is allowed to ask the victim from 1 to 3 questions.
3.29.1. Kidnappers are required to inform the victim in advance of the number of questions to be asked.
3.30. Threats of sexual violence are prohibited. | Special jail 120 minutes + warning.
3.31. Killing the hostage is allowed only with a solid IC reason. | Special jail 90 minutes + warning.
Explanation: Solid IC reasons are: failure to fulfill demands, start of assault, inappropriate actions, and others.
Victim Rules:
4.1. Vehicle drivers are prohibited from continuing movement if the road is fully blocked. | Special jail 60 minutes.
4.2. If a vehicle has been fired upon for a long time and there were more robbers than the number of people in the vehicle being chased, the driver must stop. | Special jail 90 minutes.
4.3. The victim must show all emotions characteristic of any person in this situation (fear, anxiety, etc.). | Special jail from 60 to 90 minutes.
Note: Roleplay screaming, pain, etc. may be done either by voice or by using the /Do command.
4.4. If a faction leader/deputy/minister is kidnapped, then they are required to keep a full video recording from the moment of kidnapping. | Special jail 90 minutes + strict warning to the leader.

4.5. Any display of active/passive aggression toward the kidnappers is prohibited. | Special jail 90 minutes.
Explanation: Insults, provocation, illogical actions that do not match the victim’s IC role.
Ransom Side Rules:
5.1. The ransom side is required to fulfill all demands of the aggressors, give the ransom, provide an opportunity to escape, etc. | Special jail 90 minutes + verbal/strict warning to the leader.
Note: Starting an attack is prohibited if the demands are reasonable.
Clarification: Canceling patrols and requesting a green corridor is allowed only for 20 seconds or within a radius of up to 750 meters.
Explanation: The time count begins from the moment the kidnappers leave the place where the kidnapping occurred.
5.2.1. An attack is allowed only if the hostages are not in danger. | Special jail 90 minutes + strict warning to the leader whose faction started the attack.
Exception: Fire was opened on the convoy/negotiation.
5.2.2. An attack is allowed if the kidnappers’ demands are unreasonable.

5.2.3. An attack is allowed if the negotiator is taken hostage or killed.
5.2.4. Starting an attack is prohibited if the negotiator and the captive side have not had a dialogue. | Verbal warning to the leader.
Exception: Fire was opened on the convoy/negotiation.
Note: The criminal organization is prohibited from ignoring the negotiator. | Strict warning to the leader.
5.3. It is allowed to put the kidnapper on a wanted list after direct contact with them during a meeting/dialogue. | Special jail 60 minutes.
Explanation: If the person was not wearing a mask.
5.4. The ransom side is required to notify the kidnapper side that a negotiator is entering to them.
5.5. All demands must be fulfilled no later than 30 minutes after they are presented.
