General Rules:
1.1. Conducting a supply run is allowed: from 14:00 to 00:00. | Strict warning to the leader.
Exception: By agreement with the Chief Curator of State Organizations.
1.1.1. Any type of supply run is prohibited from 18:30 to 20:00. | Strict warning to the leader.
1.1.2. Conducting more than 5 medication supply runs per day is prohibited. | Strict warning to the leader.
1.1.3.
Conducting more than 4 material supply runs per day is prohibited. | Strict warning to the leader.
1.1.4.
Supply runs / attacks must take place only on the pre-marked route. | Strict warning to the leader.
1.1.5. Changing the route during a supply run is prohibited. | Strict warning to the leader.
1.2.
A supply run announcement must be sent using the /GOV chat. | Strict warning to the leader.
1.3.
Only one faction is allowed to assist in a supply run.
1.4. Using personal vehicles during convoy movement / assistance, as well as during attack and defense, is prohibited. | Special jail 120 minutes / warning.
1.5.
The supply run must be conducted in compliance with all rules.
1.6. Reviving players during combat is prohibited. | Special jail 60 minutes.
Explanation:
Players may be revived after the combat ends.
1.7. Leaving the attack area before the combat ends is prohibited. | Special jail 60 minutes.
1.7.1.
Criminal factions are prohibited from taking the materials / medication trucks before all state structure employees are fully pushed back. Likewise, the state structure is prohibited from moving the trucks before any criminal faction still remains in combat. | Special jail 60 minutes.
1.8.
Using any OOC information is prohibited for both sides.
1.9. Robbery / kidnapping during a supply run is prohibited. | Special jail 90 minutes + warning.
1.10.
Moving with vehicles during shootouts is prohibited. | Special jail 60 minutes.
Exception:
State organization vehicles are allowed to move into position by vehicle at the moment the shooting starts. The criminal side may use two of the blocking vehicles to take positional points. The convoy may not continue moving.
1.11. Healing and/or looting weapons / ammo during a shootout is prohibited. | Special jail 60 minutes.
1.12. During an attack / supply run, 2 players from the organization are required to have full video evidence from start to finish. | Warning to the leader.
Explanation:
Editing the video is prohibited, and the minimum video quality must be 480p.
1.13. If an administrator notices that one side gained an advantage by violating any rule, they may contact the Head Administrator, Server Curator, or Chief Curator of State Factions, after which the process may be reset.
1.14. Occupying high points during a supply run is prohibited. | Special jail 60 minutes.
Explanation:
Occupying high points is prohibited before the convoy arrives at the supply run. After the convoy arrives and both sides open fire, occupying high points is allowed if they can be reached on foot without using animations. Climbing a ladder counts as an animation.
1.15. Roadblocks may only be carried out after EMS / ARMY makes an official announcement on the state wave: "A loaded convoy will pass through the city and highway..". Explanation: Criminals are allowed to begin preparations after the announcement. Gathering and mobilization are allowed only from the moment the announcement is made when the empty convoy passes, while the actual roadblock may only be made when the loaded convoy passes through the city and highway. Blocking the road in advance when the empty convoy passes through the city and highway is prohibited. | Strict warning to the leader.
1.16.
Repeating a supply run within 60 minutes is prohibited. | Strict warning to the leader.
Explanation:
If the supply run ends successfully / unsuccessfully, it may be conducted again after 60 minutes.
1.17. In the event of an attack on the supply run, law enforcement structures are required to open fire on the attackers. | Special jail from 60 to 120 minutes + strict warning to the leader.
1.18.
Killing working EMS personnel is prohibited. | Warning.

1.19. When the loaded convoy [with materials / medications] is returning and sees a blocked road [by the crime side in the red zone], the criminal side must wait 10 seconds after seeing the convoy and only then open fire. | Special jail 60 minutes.



State Faction Rules:
2.1. The ARMY / EMS leader is required to organize the supply run with other state organizations.
2.2. Requesting assistance is carried out only through the department radio. | Strict warning to the leader.
Explanation:
By using the /Dep radio. Assistance may be received from only one faction: LSPD / FIB.
Exception: All state structures may assist with EMS supply runs.
Note: EMS is not allowed to supply any state structure alone.
2.3. During a roadblock, if the convoy is successfully delivered, conducting another supply run for 1 hour (60 minutes) is prohibited. | Strict warning to the leader.
Explanation:
Conducting the supply run again is allowed after 1 hour.
2.4. Delaying the convoy for more than 5 minutes after loading is prohibited. | Strict warning to the leader.
Note:
After loading, if all trucks are ready and the convoy is ready to move, you may not delay for more than 10 minutes. If you are waiting for the organization being supplied, you must not wait and must move the convoy.
2.5. The loading time for materials / medications is not limited.
2.6. The convoy is prohibited from continuing movement if the road is blocked. | Special jail 60 minutes for the driver / strict warning to the leader.
Exception:
Breaking through the blockade is allowed if the road is not completely blocked or if fewer than 6 vehicles are used in the blockade.
2.7. Minimum number of trucks - 2 | Maximum number of trucks - 6 | Strict warning to the leader.
2.7.1.
The supply convoy must be led by 1 INSURGENTI and must have 2 HUMMERs at the back of the convoy. | Verbal warning to the leader.
2.8.
Number of escort helicopters - 1 | Verbal warning.
2.8.1.
Number of reinforcement helicopters - 1 | Verbal warning.
2.9.
Minimum number of players from the organization for the supply run - 8 | Verbal warning to the leader.
Explanation:
The above-mentioned rule 2.9 applies only to the supply escort teams of: LSPD, FIB, ARMY, and GOV.
2.9.1. Maximum number of players from the supplying organization - 10 | Verbal warning to the leader.
Explanation:
The above-mentioned rule 2.9.1 applies only to: EMS supply team.
Note: Minimum number of players from the supplying organization - 2.
2.10. Maximum number of players - 40. | Strict warning to the leader.
2.10.1.
Maximum number of support force players - 20. | Strict warning to the leader
Explanation:
Support forces may come to the supply run after an assistance request is sent in /Dep radio.
2.11. Turning off the truck engine during a supply run is prohibited. | Special jail 90 minutes for the driver.
2.12.
EMS / ARMY is required to announce on the state wave 1 minute before the convoy starts moving that the convoy will be moving through the city. | Strict warning to the leader.
Note for EMS 1:
When the convoy is heading to Humane Labs: Attention state residents, we inform you that an empty EMS convoy will pass on the highway.
Note for EMS 2: When the convoy leaves Humane Labs: Attention state residents, we inform you that an EMS convoy loaded with medications will pass on the highway.
Note for EMS 3: When the convoy leaves Humane Labs and heads to the ARMY base: Attention state residents, we inform you that an EMS convoy loaded with medications will pass from HUMANE LABS toward the army.
Note for ARMY 1: When the convoy is heading to the port: Attention state residents, we inform you that an empty ARMY convoy will pass on the highway.
Note for ARMY 2: When the convoy leaves the port: Attention state residents, we inform you that an ARMY convoy loaded with materials will pass on the highway.
2.13. Participation of a third faction in the supply escort is prohibited. | Strict warning to the leader.
Explanation:
A third faction means any state organization to which ARMY / EMS is not delivering resources or which is not assisting in the supply run.
Note: Advance preparation or providing assistance based on information passed before the attack is prohibited.
For example: If the army is supplying the Federal Bureau, only the army and the Federal Bureau may participate in the escort. LSPD, GOV, or members of any other structure are prohibited from participating in the escort.
Exception: Supply rule 2.2.
2.14. ARMY is prohibited from using a bomber helicopter / airplane during a supply run. | Special jail 150 minutes + strict warning to the leader.
2.15.
EMS is prohibited from supplying any one faction with more than 800 medications per day. | Strict warning to the leader.
Exception:
EMS is prohibited from supplying its own faction with more than 1500 medications.
2.16. Locking or damaging the Matovoskas designated for the supply run is prohibited. | Strict warning to the leader.
Explanation:
The Matovoskas must remain accessible and usable for criminal organizations during the supply run.
2.17. During an attack on the convoy, army members are required to leave their vehicles and open fire in defense. | Special jail 60 minutes.



Criminal Organization Rules:
3.1. Attacking the convoy without a roadblock is prohibited. | Strict warning to the leader.
Explanation:
The road must be fully blocked and there must be no fewer than 6 vehicles.
3.2. Attacking the convoy while medications / materials are being loaded is prohibited. | Special jail 150 minutes + warning.
3.3.
The road must be fully blocked.
3.3.1. The road must be blocked before the convoy appears.
3.4. Participating in the attack while not being in an organization is prohibited. | Special jail 120 minutes / warning to the leader.
3.5.
If criminal organizations encounter each other, they must open fire on each other. | Warning to the leader.
Exception:
Allied criminal organization.
Explanation: If 2 different organizations encounter each other and both want to attack the supply run, they must fight each other first and only then attack the convoy.
3.6. Roadblocks are allowed only in the pre-marked zone. | Strict warning to the leader.
3.7.
It is prohibited for one gang to attack the supply run 2 times within 24 hours. | Warning to the leader.
Explanation:
One gang is allowed to attack a medication supply run 2 times, while a material supply run may be attacked only once.
3.8. Minimum number of players - 15. | Warning to the leader.
3.8.1.
Maximum number of players - 50. | Warning to the leader.
3.8.2.
Minimum number of blocking vehicles - 6 vehicles. | Warning to the leader.
3.9.
If a medication supply run is successfully intercepted, the criminal structure must take the trucks to a covered location. | Special jail 60 minutes + warning to the leader.
Explanation:
The covered location must be at a maximum distance of a 1-kilometer radius from the roadblock location.
3.10. If a material supply run is successfully intercepted, the criminal structure must take the trucks to their titular territory. | Special jail 60 minutes + warning to the leader
3.11.
The attack on the supply run must be carried out in the faction dress code. | Special jail 60 minutes.
Explanation:
The dress code of criminal organization participants must meet at least 50%.
3.12. It is prohibited to remain inside vehicles during the roadblock; all participants must leave their vehicles at the roadblock location.
3.13. During the roadblock, before opening fire, members of the criminal organization are required to stand near the vehicles.
